Even though it says on the receipt I will get 3 cents off of a gallon, it does not give discount. When I got a Walmart card, it was suppose to be 5 cents a gallon. That no longer happens. Why?

The price of gas is almost always cheaper here in Bowling Green and this time I didn't have to wait for a pump. Sometimes the pumps are pretty full depending on the price of gas and the time of day it is.
