overhang didn't protect from heavy rain, got soaked in business suit

After I filled my tank up with gas I tried to start my engine and it wouldn't start. I continued to try and it finally started but it did not run right. I tried to drive it home but it didn't make it. It will not start now

The scanner at the pump did not accept my debit card, despite the correct pin number and zip code being entered. I paid inside. My total came to $19.30, which is what appears on my physical receipt. My bank statement shows a $21.65 deduction. I am not happy about this.
