Used restroom in BP in Silvis IL and it was dirty and stinky. The men's and woman's was together and there was no place to hang a jacket or purse. There was a hand written note about people vandalizing the restroom. So perhaps they don't want to put money into the place but paying customers deserve a decent clean facility.
